There are many theories of what a vision should be, as well as what the difference is between vision, mission statement, tactics, strategy etc. But there are some things that are consistent:
A vision is not something that is accomplished, it is something that is an aim. In terms of geography a vision is not “go to Maine”, but is more like “go North”.
A vision should be communicated frequently. If anything overcommunicate it. Everyone in the organization should have a reasonable idea of what it is and it should be part of every decision no matter how small.
A vision should prescribe what will not be done as much as what will be done. Anything that opposes the vision will not be done, anything that does not align with the vision will be viewed with skepticism.
Once a vision is set, then priorities, strategy, goals and tactics can be established.
